No private hospital can deny free treatment to burn, acid attack, accident victims: Kejriwal

New Delhi | Chief Minister Arvind Kejriwal on Tuesday told the private hospitals that no accident and burns injuries victim within the geographical boundary of Delhi should be denied free treatment, failing which the government will take strict action against those hospitals.

The Chief Minister, in a meeting with the representatives of private hospitals told them that the Delhi government had implemented the scheme to provide free treatment to victims of accidents, burns and acid attacks in private hospitals on February 1 last year.

“In the medical field, it is stated that the first hour is extremely critical for an accident and burns injury victims, and if medical help is provided to such victims within the golden hour, their lives can be saved, keeping this in mind the Delhi government had brought out this scheme,” Mr Kejriwal said.

The Chief Minister stated that the Supreme Court and Delhi High Court in many directions have made it mandatory that accidents victims and burn injuries victims be provided free treatment at the first available hospital and no hospital can deny treatment to such victims under any circumstances.

However, some complaints have been received recently, in which it has been brought to light that some private hospitals have refused treatment. “Some of the hospitals refuse to treat accidents victims thinking who will pay their bills and whether they have insurance or not,” the Chief Minister said.

“After taking all these factors into consideration, the Delhi government had on February 1, 2018 launched the Cashless Treatment of medico-legal victims of road accidents, acid attacks and thermal burn injuries, to save the lives of such victims irrespective of their economic status, so that their lives could be saved by taking them to the nearest hospital, whether private or government. Under this scheme, the Delhi government bears the entire treatment expenditure of these victims,” the Chief Minister said.

This scheme was implemented on February 1, 2018 and till April this year, lives of 2501 victims have been saved by having taken them to hospitals on time and Delhi government has paid their medical bills, the Chief Minister said.

“I have received some complaints recently that some private hospitals had turned victims away and I had a meeting with the representatives of private hospitals today. I told them that the Delhi government considers them a partner in this scheme. Government hospitals save lives of victims and it is also your duty. It is your legal responsibility also and you cannot make any excuse,” Mr Kejriwal said.

“Delhi government is bearing the entire treatment expenditure of accident and burns injuries victims under its scheme and there should be no complaint in this regard. I am happy that the attitude of all the hospitals was positive and they assured us that there will be no refusal,” Mr Kejriwal said.

The CM said he told the private hospitals, “If any complaint is refused that any hospital refused to treat an accident or a burns injuries victim, our government will not hesitate to take strictest possible action. If it will be found that any hospital adopted an irresponsible attitude, the government will not even hesitate to cancel the licence of such a hospital.”

The Chief Minister said, “I would like to assure the residents of Delhi that god forbidding if any of your near/dear one were to meet with an accident. Your government will stand with you and all hospitals in Delhi will be available for free treatment.”

Sharing another interesting experience and statistic, Mr Kejriwal said that along with the accident victims free treatment scheme, the Delhi government had also launched the Good Samaritan scheme, under which any citizen who took any victim to the hospital was to be provided Rs 2,000 as a goodwill gesture.

“Of the 2501 victims who were treated in private hospitals, you will be surprised to know that only 100 individuals came forward to claim the Good Samaritan amount. People say it is sufficient that they have saved lives and they don’t need money. This is a great example and we are thankful to such noble souls,” the Chief Minister added.

62 celebs, incl Kangana, slam ’49 peers’ for ‘selective outrage’ on intolerance

Bollywood | Countering the letter written to Prime Minister Narendra Modi by 49 celebrities in the country, expressing concern over intolerance in the country, around 62 personalities including Kangana Ranaut, filmmaker Madhur Bhandarkar and lyricist Prasoon Joshi wrote a letter to the PM, slamming the earlier note for ‘selective outrage and false narratives by the 49 self-styled guardians’. The fresh letter by the Bollywood fraternity criticises an earlier document signed by 49 celebrities addressing Mr Modi over increasing incidents of hate crimes in the country.

The letter, which has been signed by prominent personalities including classical dancer and MP Sonal Mansingh, filmmakers Madhur Bhandarkar and Vivek Agnihotri, says some people are misusing their position to generate false narrative that under this Government things are going wrong, whereas for first time “things are going in right direction”.

On July 23, several personalities of the film world, including filmmakers Mani Ratnam and Anurag Kashyap and actors Konkana Sen Sharma, Soumitra Chaterjee and Aparna Sen had written an open letter to the PM expressing concern on incidents of mob lynching in the country. In the letter to the PM, which was signed by 49 personalities, including historian Ramchandra Guha, the Prime Minister was urged to create a conducive environment in the country where intolerance was not crushed down.

‘We, as peace loving and proud Indians, are deeply concerned about a number of tragic events that have been happening in recent times in our beloved country. Our Constitution described India as a secular socialist democratic republic where citizens of all religions, ethnicities, genders and castes are equal. Hence, to ensure that every citizens enjoys rights given to him/her by the constitution, we submit that the lynching of Muslims, Dalits and other minorities must be stopped immediately. We were shocked to learn from the NCRB that there have been no less than 840 instances of atrocities against Dalits in the year 2016, and a definite decline in the percentage of convictions,” the eminent personalities said in their letter to the PM.

Challenging the contents highlighted in the letter signed by 49 celebrities, the fresh letter termed it as an ‘attempt to foist a false narrative’, with the intention of denigrating the democratic ethos and norms of collective functioning as a nation.

“To us, the undersigned, this document of selective outrage comes across as an attempt at tarnishing India’s international standing and to negatively portray Prime Minister Narendra Modi’s untiring efforts to effectuate governance on the foundations of positive nationalism and humanism,” the letter by 62 celebrities said. The letter also highlighted how the 49 ‘self-styled guardians’ kept silent when separatists issued diktats to burn schools in Kashmir.

They also accused the group of celebrities of keeping silent when ‘terrorists and terror groups’ chanted slogans in some leading university campuses in the country. The letter also slams the 49 personalities for trying to disorient the unity and integrity of India in the name of free speech and expression.

Te fresh letter said that some of the signatories of the letter addressed to PM Modi on July 23 have a ‘record of acting as mouthpieces and ideologies’ for insurgents, separatists, and terrorists. “Their concern, therefore, smacks of dishonesty and opportunism,” the letter said. The signatories of the fresh letter also credited the Modi government of trying to unite the country and curtail incidents of hate crime and lynching.

“We would urge everyone to give up selective outrage and condemn lynching, discrimination and desecration of religious places with equal vehemence when they occur,” the letter added.

BJP central leaders back Yediyurappa: BSY regime will be stable, says Amit Shah

New Delhi | Ending speculation that the party high command had differences over backing B S Yediyurappa to make another shot at running a coalition regime in Karnataka, the BJP central leaders backed the new dispensation and hoped it will herald a ‘new dawn’ for the state. “Congrats to BS Yediyurappa, newly sworn in CM of Karnataka. I am sure under his leadership and under the guidance of PM Modi, BJP will give a stable, pro-farmer and development oriented govt in the state.

I assure people of Karnataka that BJP is committed to fulfil their aspirations,” BJP president and Union Home Minister Amit Shah tweeted. Mr Yediyurappa was sworn in as the chief minister of the state for the fourth time on Friday evening and curiously no senior central leaders were present on the occasion. Governor Vajubhai Vala administered the oath of office and secrecy at Bengaluru to the 76-year old leader ‘Yediyurappa’, who adopted to new spelling for his name from the earlier Yeddyurappa.

In fact, there was speculation over whether the central BJP leaders did not favour Yediyurappa trying his luck with power yet again as he had failed last year after Governor had given him opportunity as leader of the single largest party last year. BJP MP Shobha Karandlaje, also known for being a key member of Team Yediyurappa, was the firt to claim that Amit Shah and party’s working president J P Nadda had backed him.

“Under the instructions of Amit Shah and J P Nadda, Mr Yeddyurappaji will take oath as CM of Karnataka today at 6:00 PM. A new dawn for Karnataka. Congratulations to all the Karyakartas and supporters who made this possible,” tweeted Ms Shobha Karandlaje.

Ending three weeks of political suspense marred by several legislators moving in to a Mumbai hotel and charge and counter charge of horse-trading, H D Kumaraswamy government collapsed on Tuesday as it could not manage numbers during Confidence Motion voting.

However, later in the day BJP leaders in Delhi said unlike 2018 – when Mr Yeddyurappa was given a chance immediately after polls in May last year, this time the veteran BJP leader will be able to provide a stable government.

In the trial of strength on Tuesday, BJP had 105 numbers as against 99 of JD(S) and Congress combine. In the meantime, Speaker has disqualified three members. Senior Congress leader Siddaramaiah tweeted: “BJP in Karnataka has the strength of 105 which is way less than the half way mark (of state assembly full strength). In no way BJP can form the govt if constitution is followed. This only proves that BJP has no belief in the democratic values”.

Later at a press conference in Delhi, Mr Nadda claimed his party had nothing to do with the collapse of JD(S)-Congress combine government. “Karnataka government (under JD(S)-Congress) fell due to its own reasons. B S Yediyurappa made forward movement only after that process. These things happen as per the wishes of democratic forces…….I will only say BJP is a party committed to provide clean administration,” Mr Nadda told reporters answering questions.

BJP’s newly appointed general secretary Organisation B L Santhosh also backed the move to form new government headed by former Chief Minister Mr Yediyurappa and tweeted saying: “Karnataka set to witness a new era in its Vikas Yatra …”.
